ALICE, Texas – Alice Independent School District will ban students from possessing cell phones on school grounds starting this fall, a stricter policy than what state law requires and one that’s already raising concerns about safety and communication.

The decision follows the passage of House Bill 1481, which mandates that Texas school districts prohibit students from using phones during the school day. However, the law does not ban students from bringing phones to campus or using them before or after school hours.

Alice ISD is taking it a step further. Under the new policy, students will not be allowed to carry phones at all while on school property. The district says the move is meant to reduce distractions and improve classroom focus, but some parents and educators worry the all-out possession ban could create more problems than it solves.

In a world where quick communication is often expected, some fear the policy could lead to confusion during emergencies or after-school events. One parent, who asked not to be named, said she’s worried about her daughter’s ability to contact her after practice. “If she doesn’t have her phone, how will I know she’s safe or needs a ride?” she said.

HB 1481 allows for exceptions tied to documented health or safety needs, such as medical conditions or individualized education plans. But the law leaves decisions about possession policies up to each school district.

Several districts across Texas are interpreting the new law differently. Some are allowing phones to be kept in lockers during the day. Others are permitting limited use before and after school. Alice ISD’s complete possession ban puts it among the most restrictive in the state.

For now, many families are left trying to figure out how to navigate a school day with no phones at all — and wondering whether the policy will help or hurt in the long run.
